Why does it say "v'Asim Devarai b'Ficha"?
Radak: I put My word in your mouth, to be a nation to Me. the same applies to "u'Devarai Asher Samti b'Ficha" (59:21).
Malbim: I put in your mouth My promise to save you.
How did Hashem cover you in the shade of His hand?
Radak: The nations cannot eradicate you in Galus, as long as My words are in your mouth and heart. I put them in your mouth only so they will be in your heart, to do them - "b'Ficha uvi'Lvavecha La'asoso" (Devarim 30:14).
Malbim: Until the salvation, I needed to cover you, lest you be eradicated, in order to fulfill My promise.
What is the meaning of "Linto'a Shamayim v'Li'Ysod Aretz"?
Rashi citing Targum Yonasan: To sustain the nation about which was said that they will multiply like stars of Shamayim, and to found the Kenesiyah (gathering) about which was said that they will multiply like earth of the land.
Radak: I will cover you in Galus until it is time to plant Shamayim and found the land - this is the gathering of exiles. Yisrael will be a new world. "Hineni Borei Shamayim Chadashim v'Eretz Chadashah v'Lo Sizarchanah ha'Rishonos" (65:17).
Malbim: Even if the redemption would be as hard as creation of Shamayim va'Aretz, also this I will do, to make a new Shamayim va'Aretz. Natural laws of Shamayim va'Aretz cannot stop Me from doing so. I will annul their laws, and found a new Shamayim, to fulfill My word.
