Why does it say "v'Shilamti l'Bavel"?

Rashi: [After I take vengeance against the nations via Bavel], I will punish it.

Radak (20): Even though I used you (Bavel) to destroy nations and kingdoms, I will punish you for what you did to Yisrael. You were too cruel; I was slightly angry, and you helped to do (add) evil.

Malbim: This explains why I will shatter everything [mentioned in verses 21-23].
