Why did he say "Mi Bachem Yerei Hashem"?

Radak: Also one who went in darkness until now, he should repent from his evil way and trust in Hashem, and it will be good for him.
Malbim: The verse depicts those who believed the Navi's words, and those who rejected them, like two people in the Midbar on a dark night. One believes that Hashem will save him from every mishap. He does not light a lamp, and even though he sits in darkness, he does not fear. The other does not trust in Hashem. He fears to sit in darkness; he lights a fire and blows it, until his face is singed and blackened from coals, and still, he fears. Likewise, one who fears Hashem and heeds the voice of His servant and believes His Navi's words, he did not not light a lamp to check the Navi's words. He followed them in darkness, like a blind person who relies on a seeing person.
Why does it say both "Yivtach b'Shem Hashem" and "v'Yisha'en bEi'lokav"?
Malbim: He profits doubly. (a) He is calm, for he trusts in Hashem. (b) Because he trusts in Hashem, Hashem will save him.
