Why does the Torah insert this Pasuk, which is seemingly superfluous)?

Rashi (citing the Sifra): To teach us that the ram of Asham Shifchah Charufah (like the Asham Me'ilos) must be worth two Shekalim (Sela'im). 1

Targum Yonasan: To teach us that whoever is Chayav a Korban Asham is obligated to bring it as an Asham in the Name of Hashem (to atone) for the sin that he performed. 2

3.

Moshav Zekenim (in Pasuk 6): To stress that, even though the Korban comes for a Safek, it is an Asham (a Korban for great guilt - it is an Asham to Hashem, who knows all hidden matters, and assuming he sinned, He would punish him (if he did not offer the Korban to shield him).

What are the implications of the word "Asham Hu"?

Rashi: To preclude the Asham Nazir and the Asham Metzora - which do not need to be worth two Shekalim. 1

2.

Seforno: To reassure the sinner, - who may otherwise think that, since he may not have sinned, his Korban is not valied and he brought Chulin into the Azarah - that his Korban is Kasher.

What are the connotations of "Ashom Asham la'Hashem!"

Seforno: It means that he is guilty of carelessness in allowing the Safek to occur.

Targum Yonasan: It implies that whatever one brings as an Asham, one should bring in the name of Hashem. 1
