What is the meaning of "Lasum Shefalim m'Marom"?

Rashi: He gives rain, and annuls the counsel of shrewd people who plan to jack up prices and buy Aniyim's fields for a small amount of grain.

Ibn Ezra: Chachamim and shrewd people cry and request rain - their Chochmah did not help!

3.

Devar Eliyahu: There are two groups of Aniyim. Some beg, and others sit in their houses without food. Rain saves both of them. Rain raises the income of the latter. Also refer to 5:11:2:2.

Malbim: [Rain] raises vegetation and trees from lowliness to height, and makes them sprout.

Who are "Koderim"?

1.

Rashi: They are Aniyim - their faces are wrinkled due to hunger.

Devar Eliyahu: They are Aniyim who go begging; the sun scorches them. When there is rain, people give to them all their needs - "bi'Rvos ha'Tovah Rabu Ocheleha."

3.

Malbim: They are dark, scorched animals. Rain saves them, and moistens their skin. Surely this is Hashgachah - chance does not fulfill the purpose!
