What is the question "Hashem Einecha ha'Lo le'Emunah"?

Radak: Your Hashgachah is for a matter that lasts, and not for something Batel. Why did You strike them, and they did not feel that You strike them for their sin? This is like "la'Shav Hikisi Es Beneichem Musar Lo Lakachu" (2:30), "Al Mah Suku Od Tosifu Sarah" (Yeshayah 1:5).
