What are "Chutzos" and "Rechovos"?

Malbim: Chutzos are by the houses. Rechovos are the markets where everyone gathers. Even in the latter, you will not find an Ish!

What kind of Ish is sought?

Radak, Targum Yonasan: It is a good man with great deeds. The same applies to "ha'Lo Ish Atah" (Shmuel I, 26:16).

Malbim: It is one who wants to be present at the time that a judge comes out to do Mishpat, or a Navi seeks Emunah.

How can Yirmeyah say that no one does Mishpat or seeks Emunah? David said "Nivlas Avadecha Ma'achal l'Of ha'Shamayim Basar Chasidecha

Radak citing his father: Yirmeyah discussed outside, in the streets of Yerushalayim. The Chasidim hid in their houses. They could not be seen outside, due to the Resha'im 1 .

Radak citing Shochar Tov: Even though the Resha'im were Chayav Misah, after enemies killed them, this atoned for them, and they are called Avadecha and Chasidecha.

Bava Metzi'a 85a: No one could answer "Al Mah Avdah ha'Aretz" (9:11) until Hashem revealed this. It should have been obvious! Taz (OC 47:1) - they transgressed Arayos, idolatry and murder for many years. No one knew why the Churban came now. (We find that Yoshiyah sent Sheluchim to eradicate idolatry, and scoffers schemed so it would not be seen! Perhaps Resha'im feared the king, but when his Sheluchim were not around, they dominated and Tzadikim feared them. - PF)
