What is the meaning of "Ach Lo Fado Yifdeh"?

1.

Rashi: One cannot redeem his brother with his wealth, for if he comes to do so, [the captor] will raise the redemption above any fortune; therefore, he ceases to [try to] redeem his brother.

2.

Radak: Their wealth will not help them on the day of death, for one cannot redeem another from death.

3.

Malbim: If someone wants to kill Ploni's brother, and Ploni can redeem him with money, will he not do so?!

2)

Why does it say "Ish Lo Yiten lEi'lokim Kafro"?

1.

Radak: One cannot give ransom [to exempt from death] to Elokim, that life and death are from Him.

2.

Malbim: Even if someone was so cruel that his money is dearer to him than saving his brother, if he himself was Chayav Misah, would he not redeem himself?! Surely he would!
