Rashi: All nations must be rebuked [for trusting in their wealth].

Radak: It is for anyone who wants to know the good path, no matter which nation he is from.

What is "Cheled"?

Rashi: It is the land. It is called Cheled because it is old and Chaludah (rusted). Chazal said, it is called Cheled based on Chuldah (weasel) - every land animal, there is a corresponding sea creature, except for a Chuldah (Chulin 127a).
2.
Malbim: The rebuke is for "Amim" - national society, and individuals who "dwell on the land." Both of them erred in this folly.
