What is the meaning of "Sifru Migdaleha"?

Rashi: It is an expression of counting. Know how many towers are proper for it.

Radak: [The nations] should surround Tziyon and see the beauty of its building, and count the towers in the wall around it. The same applies to Yerushalayim; the verse mentions Tziyon, for it is primary.

Malbim: Count the towers and see if all are found - not one of them was destroyed!
