What is the significance of "v'Chilaktem Es ha'Aretz ha'Zos"?

Malbim: First they will divide the land into 13 strips for the 12 Shevatim and Terumas ha'Kodesh. The last was for the Nasi, Leviyim and Kohanim - it is not "Lachem"!
