Why is an Eifah brought for the Minchah for a bull?

Rashi: I do not understand this. The Torah said that the Minchah for a bull is three Esronim! We can say that from each Se'ah of flour they will extract an Isaron of Soles (fine flour); an Eifah is three Sa'im. This teaches that if one does not find Soles that is so sifted, he brings an Isaron from a Se'ah.

Malbim: Also the Minchah is for Chinuch, unlike the Torah fixed. He will offer an Eifah both for a bull and for a ram.

What do we learn from "v'Eifah la'Ayil"?

Rashi: Also this is flour, to extract two Esronim of Soles properly sifted. This is like was taught, Shtei ha'Lechem are two Esronim [of Soles] from three Sa'im.

Why does it say "v'Shemen Hin la'Eifah"?

Rashi: I am unsure. We can say that he does not offer the entire Hin. Rather, there were notches in the Hin, and he offers oil according to the amount of Soles, like is proper for a bull and for a ram, based on the notches.

Malbim: Also the amount of oil will be different [than the Torah says] - a Hin for an Eifah. This is only for Chinuch. It is in addition to Nesachim of the day (for Temidim and Musafim) which will be like Torah law.
