Why is "El he'Chatzer ha'Chitzonah" repeated?

Rashi: Until now discussed Lifnai v'Lifnim; it was called Chatzer ha'Penimi. Relatively, Ezras Yisrael is called Chatzer ha'Chitzonah. The repetition shows that we discuss what is outside Ezras Yisrael, i.e. Ezras Nashim, where all Yisrael gather.

Radak: The latter explains, what is Chatzer ha'Chitzonah? El ha'Am, i.e. where the nation is, i.e. Ezras Yisrael.

Malbim: First they left Chatzer ha'Penimi to Chatzer ha'Chitzonah, i.e. Lishkos ha'Esrim, which were in Chatzer ha'Chitzonah but had Kedushas ha'Azarah. From there they went to Chatzer ha'Chitzonah special for the nation, i.e. outside Lishkos ha'Esrim, which did not have Kedushas ha'Azarah; the nation stood there.

What is the significance of removing their Begadim and leaving them in the chambers?

Rashi: This is like it says "u'Fashat Es Bigdei ha'Bad Asher Lavash? v'Hinicham Sham" (Vayikra 16:23).

Radak: This is like it says above "v'Sham Yanichu Bigdeihem" (42:14).

Malbim: They left them in Lishkos ha'Esrim.

It already taught above (42:18) that they will leave Bigdei Kodesh in the chambers, and wear other garments. Why as this repeated?

1.

Malbim: This is to shows that even Hedyotos will rise in level to resemble a Kohen Gadol, who removes the Bigdei Kodesh that he wore Lifnai v'Lifnim, and leaves them there. However, there is a difference. The Kohanim will wear them again later. For a Kohen Gadol, there are two opinions whether or not his garments are Kosher for another Yom Kipur.

What is the meaning of "v'Lo Yekadshu Es ha'Am"?

1.

Targum Yonasan: They will not mix with the nation with their garments. Rashi ? i.e. they would not touch the nation with their Kadosh garments. Chulin garment are not Tahor with respect to Bigdei Kodesh.

2.

Radak: If they would touch the nation with Bigdei Kehunah, it would show that the nation are Kodesh like them. Targum Yonasan is like this (they will not mix with the nation with their garments).

3.

Malbim: This shows their Kedushah ? they cannot come close to the nation with these garments.
