What did Hashem tell?
Rashi, Targum Yonasan: I told the exiles to Avraham.
Radak: Refer to 43:12:2:2.
Malbim: I told in the past and promised to save in the future, and so I did. This is not found among idolaters. A god that rules after the previous does not fulfill the former's word and promise.
Why does it mention that He saved?
Rashi: This was to fulfill My word, at the deadline [for redemption].
Radak: The times that I saved you, I told and informed you beforehand via My Nevi'im, and I fulfilled.
Malbim: Refer to 43:12:1:3.
What did Hashem make people hear?
Rashi: The first [wonders].
Radak: Refer to 43:12:2:2.
Malbim: When I informed My words (Aseres ha'Dibros), you saw that there is no god other than Me, rather, I am alone 1 - "Atah Har'esa Lada'as Ki Hashem Hu ha'Elokim Ein Od Milvado" (Devarim 4:35).
Devarim Rabah (va'Eschanan DH Shma): He opened the seven firmaments at the time, so they could see what is in Shamayim.
What is the meaning of "v'Ein Bachem Zar"?
Rashi: In those days when I did all these, there was not seen among all of you idolaters a foreign god who showed his grandeur and Elokus in front of Me.
Radak: There is no foreign god among you, therefore I put My face to you to save you. I did not do so for the other nations, for they have foreign gods and trust in them.
About what are Yisrael witnesses?
Rashi: I opened the seven firmaments, and you did not see any image 1 (Malbim - you saw that there is no other god).
Radak: I did so with your fathers and with you (saved you). I am Kel, who is able at the beginning and at the end.
Why does it say "va'Ani Kel"?
Malbim: Elokus itself testifies about this. There is one eternal Divinity that does not change. Anything that is not eternal and unchanging, perforce it is not Kel.
