What do we learn from "Es Kol Gavo'ah Yir'eh"?
'Rashi': All high ones in the world, He sees them under Him. So He conducts the world, that one who stands above sees more than one who stands below. The lower has no strength to defeat the higher. The Livyasan sees all Giborim - i.e. they have no strength against it.
Ibn Ezra: Due to its great height, when it lifts its head over the water, it sees every high matter.
Malbim: There are great creations bigger than others, and Hashem oversees every tall creation to put fear of Him on it, and ensure that it not destroy the weak creations.
What do we learn from "Hu Melech Al Kol Bnei Shachatz"?
'Rashi': This repeats the Reisha. It rules over all the haughty that I created. They have no authority against it. How did you (Iyov) dare to argue against Me, who made all these wonders?!
Ibn Ezra: It is king over everything born in the water.
Malbim: Hashem is high over the high, and strong over the powerful. This is the honor of His kingship - He rules over great Giborim, and all fear Him, His honor and Hashgachah!
