What is the meaning of "Sam Hashem Mivtacho"?
Radak: He trusts only in Hashem.
Malbim: Some trust in Hashem to save them via natural means. He trusts in Hashem, but Hashem is not Mivtacho. He trusts that Hashem will save him via his business or efforts. "Sam Hashem Mivtacho" does make any efforts; he lets Hashem choose how to save him - "Baruch ha'Gever Asher Yivtach ba'Shem v'Hayah Hashem Mivtacho" (Yirmeyah 17:7).
What are "Rehavim"?
Rashi (Bereishis 40:23, based on Bereishis Rabah 89:3): They are Egyptians, who are called "Rahav" (Yeshayah 30:7). Because Yosef said to Sar ha'Mashkim "Zechartani v'Hizkartani" (Bereishis 40:23), he was incarcerated for another two years.
Rashi: It is an expression of haughtiness, like "Yirhavu ha'Na'ar" (Yeshayah 3:5).
Radak: They are people of strength and pride. Rehavim is To'ar (kind of person); it is the same grammatical form as Resha'im.
Malbim: They are natural means via which Hashem can fulfill his request, or via people who are haughty and liars. Rahav is the Ru'ach elevating itself more than its power.
Who are "Satei Chazav"?
Rashi: They are Satim (veer) from the straight path, and pursue Kezev (Sheker) (Radak - e.g. magicians). Satei is from two roots. (a) It is like "Ki Sisteh Ishto" (Bamidbar 5:12). (b) It is from the root Sut 1 , just like "Garei Beisi" (Iyov 19:15, from the root Gur).
Malbim: It is something that does not last.
Radak: If it were only from the root Satah, there would be a Sheva under the Sin, like Pnei from Panim, Bnei from Banim.
