Malbim: Similarly, do not fear Bavliyim coming as Sheluchim of Melech Bavel, that they will plunder you. I will stand in front of them to save you 1 . You need not fear, nor hide your property from plunderers.

Nebuchadnetzar ruled over the entire world (Megilah 11a). If he would send troops to plunder, why was Gedalyah sure that he could save people from them? Malbim implies that he did not let Sarei ha'Chayalim live in Mitzpah, lest they rebel (refer to 40:10:5:1)! (PF)

Why did he say "put in your Kelim"?

Malbim: You may do so openly [without fear].

Radak: You seized them to live in them.

Why did he tell them to live in the cities that they took?

Malbim: He did not allow these [Sarei ha'Chayalim] to live in Mitzpah, for initially they rebelled.
