Who are the Yotzerim?
'Rashi': The Yokim, Anshei Chozeva and Yashuvi Lechem made Kelim for the king's work, and pots for the king's food and Kohanim.
Radak: Perhaps this refers to Anshei Chozeva; they made earthenware Kelim. They dwelled outside the city, near the saplings, to engage in the king's planting, make Kelim and build fences there. Perhaps the earth was good for pottery.
Malbim: They make earthenware Kelim and draw designs on stone Kelim. Both are included in Yotzer - "ka'Chomer b'Yad ha'Yotzer."
Who are "Yoshevei Neta'im"?
'Rashi': They engage in the king's saplings.
Radak: Refer to 4:23:1:2.
Malbim #1: They were experts in planting trees.
Malbim #2: They dwelled in a place called Neta'im. It was proper for saplings.
What do we learn from "u'Gederah"?
'Rashi': They are professionals who make stone walls for the king.
Radak: Refer to 4:23:1:2.
Malbim: They shepherded Gidros Tzon (flocks). They engage in inanimate (pottery), vegetative and animate.
Malbim #2: They dwelled in a place called Gederah - it was proper for Gidros Tzon.
Why does it say "Im ha'Melech"?
'Rashi': The king stationed them in cities because they did his work. Regarding a borrower, "Ba'alav Imo" means that the owner works for the borrower.
Malbim: They did the king's work there.
