Why does it say "Avdach Enash Avar Naharah u'Ch'enes"?

Rashi: Your servants are the people of Ever ha'Nahar. Malbim - the letter was succinct, and did not list all the nations. It began listing, and wrote Shlam or Gmir (etc), like it says below (17, 7:17); here this word is omitted, for brevity.
