Why does the Torah need to mention twice ? here and in Pasuk 24, in connection with the Chatas Nasi - that a Chatas is Shechted in the same location as the Olah?

Zevachim, 8a: Once, to teach us that the Chatas must be Shechted in the north, and once to teach us that it is Me'akev ? It is Pasul of ot is Shechted anywhere else.. 1
