In what regard is the Torah comparing the goat of the Chatas Nasi to the Zevach Shelamim?

Why does the Torah write "Vechiper alav ha'Kohen ... " three times ? once here, and twice by the Chatas Yachid, once by the Se'irah (in Pasuk 31) and once by the Kisbah (in Pasuk 35)?
Zevachim, 38a: Once, to teach us that even if the Kohen makes only three Nesinos, he is Yotzei, once, even two, and once, even one. 1
Why does the Torah write "Vechiper alav" ? and not 'Vechiper lo'?
Zevachim, 7a: To Darshen "Alav", 've'Lo al Chavero' ? a Chatas she'Lo li'Shemah only renders it Pasul if it is Shechted in the name of someone who is Chayav a Chatas like he is, but not if he is Chayav an Olah.
Zevachim, 9b: To Darshen that a Chatas she'Lo li'Shemah only renders it Pasul if it is Shechted in the name of a live person, but not if it is Shechted in thye name of someone who is deceased, who is not subject to Kaparah. 1
Sifra: 1. To prohibit Shechting a Chatas for two people simultaneously; and 2. To permit a Kohen to bring his own Chatas.

Why does the Torah add the (otherwise superfluous) word "me'Chataso"?
Zevachim, 8a: Implying that the Kaparah (the Zerikah) should be forthe akeof the Chatas, it teaches us that the Zerikah must be performed Lishmah.
Why does the Torah not write "Re'ach Nicho'ach" by the goat of the Nasi?
Ramban (in Pasuk 2, according to Kabalah): Because he brings a Sa'ir (a male goat). 1

Ramban: The Torah never writes 'Re'ach Nicho'ach' in connection with a Sa'ir (See the Parshah of Musafim in Pinchas).
Why does the Torah add the (otherwise superfluous) words "Ve'nislach Lo" (which are otherwise superfluous)?
Sifra: To teach us that the Nasi is completely forgiven and does not require further atonement on Yom Kipur.
