What is the meaning of "Osefah ha'Tzole'a"?

Rashi citing Targum Yonasan: I will gather those who were cast off. Radak ? this is like E'esfah. Also "va'Yosef Od David" (Shmuel I, 23:4) is like va'Ye'esof. Yisrael in Galus were like ill people, who limp and are pained. One who is afflicted, it is as if he limps. David said "uv'Tzal'i Samchu v'Ne'esafu" (Tehilim 35:15). And so is the Perush of "Az Tikapachnah Einei Ivrim?; Az Yedaleg ka'Ayal Pise'ach" (Yeshayah 35:5-6).

Rashi: This is an expression of healing, like "v'Asafti mi'Tzarato" (Melachim II, 5:6).

Malbim: I explained "v'Asaf Nidchei Yisrael u'Nefutzos Yehudah Yekabetz" (Yeshayah 11:12) that Yisrael (the 10 tribes) were not spread greatly among the nations. Rather, they were cast off from their place to a far place. They must be gathered from outside to inside - "Osefah ha'Tzole'a."

Who is "veha'Nidachah"?

Radak: He is far from his place. Perhaps this refers to the 10 tribes, who are very far from their land.

Malbim: Yehudah was spread to the four corners of Shamayim; they must be gathered ? "veha'Nidachah Akabetzah."

What do we learn from "Asher Hare'osi"?

1.

Rashi, Targum Yonasan: Those that I did evil to them due to their sins.

Radak: Just like I did evil to them, so I will benefit them.

Malbim: Yehudah suffer great evils and afflictions in their being spread out, unlike the 10 tribes. I did evil to them in Bayis Sheni via the Yevanim and afterwards the Romiyim, and during their long Galus.
