What do we learn from "Yotzer Harim u'Vorei Ru'ach"?
Brachos 52b: All agree that "Borei" refers to things that were created.
Radak: Your G-d forms mountains, creates Ru'ach and does to creations as He desires. It mentions mountains, for they are lasting and strong in Yesod he'Afar. It mentions Ru'ach, for it is strong among creations, and it is not seen. He casts them down ? "Hafach Mesharesh Harim" (Iyov 28:9).
Malbim: The verse proves about His Hashgachah. Initially the world was water on water; Yesod ha'Mayim covered the entire earth. Initially, Yesod he'Afar was mixed with the water ? "v'Choshech Al Pnei Sehom" (Bereishis 1:2). Yesod ha'Ru'ach was mixed with Yesod ha'Mayim above; via this, the water spread and covered all Yesod he'Afar, via the power of spreading of Yesod ha'Avir ? "v'Ru'ach Elokim Merachefes Al Pnei ha'Mayim" (ibid.) Via the air that He created, He separated Yesod ha'Ru'ach from Yesod ha'Mayim. This restricted the water, and the tops of the mountains and the dry land were seen ? "Yikavu ha'Mayim?" (ibid. 9). "Yotzer Harim u'Vorei Ru'ach" hints to separating the Yesodos of Afar and Ru'ach by themselves. This is via His encompassing Hashgachah that the land be proper for settlement of animals and people, and His constant Hashgachah on man in particular.
What do we learn from "u'Magid l'Adam Mah Secho"?
Chagigah 5b: If a master tells (punishes) his slave for his words, even excess talk [before intimacy], is there any hope [for that slave]?!
Radak: He tells man his matters and deeds ? man should not think that He does not see them, like deniers said "Ein Hashem Ro'eh Osanu" (Yechezkel 8:12). He tells you your deeds via His Navi! This is the same as "Yedatem Es ha'Ishah v'Es Sicho" (Melachim II, 9:11), even though here Secho has a Tzeirei under the Sin, and there a Chirik.
Malbim: Not only does Hashem know man's speech and intentional deeds ? he knows also his 'speech', i.e. motions or words that come from emotion of the Nefesh without intent. Man himself does not know them! Hashem tells man what he said amidst his emotions.
Lev Eliyahu (Shemos p.81): Do not say that a light utterance is a small matter ? there is judgment on this, for speech causes great matters in supreme worlds!
What is the meaning of "Ose Shachar Eifah"?
Rashi: He will be a radiant light for Tzadikim, and reverse the radiance of Resha'im to darkness. Eifah is like "v'Hinei Tzarah va'Chashechah Me'uf Tzukah" (Yeshayah 8:22), "Eretz Eifasah [Kmo Ofel]" "Ta'ufah ka'Boker" (Iyov 10:22, 11:17). He does to creations as He desires ? He can do evil to you if you do evil, and benefit you if you do good, for He knows your deeds!
Malbim: Just like with His Hashgachah He established nature and the creation, and "Lasheves Yetzarah" (Yeshayah 45:18), so with his desire He can destroy it. He darkens the morning and nullifies the light that He created at the beginning of creation. Via it He prepared Ru'ach. This is the opposite of Borei Ru'ach!
Why does it say "v'Dorech Al Bamasai Aretz"?
Rashi: He lowers the high and haughty.
Radak: The mountains are Bamasai Aretz. He tramples them, and via Ru'ach that enter in the stomach of the land, and when it leaves, it cleaves the land and opens it, even if the place that it leaves is high mountains. This is the great noise! This is why it mentions mountains and Ru'ach.
Malbim: He submerges mountains in depths of water, just like it was initially "Sohu va'Vohu" (Bereishis 1:2). This is the opposite of "Yotzer Harim."
What is the significance of "Hashem Elokei Tzevakos Shmo"?
Radak: He judges legions above and below, and does to them as He desires. Therefore, it is good to greet Him with good deeds, and He will benefit you. If He did evil to you until now due to your evil deeds, He did what He did.
Malbim: He rules over all legions of the creation and its powers.
