Rashi: They are dung. Radak - this is like Tzo'eh, which refers to Yetzi'ah (leaving) the body. Also Tze'etza'im (offspring) is based on Yetzi'ah.

It is written Tzefu'ei, and we pronounce it Tzefi'ei!

Radak: Aleph, Hei, Vov and Yud are interchangeable.

What is the significance of giving cattle dung in place of human excrement?

Radak: Cattle dung is less repulsive than human feces.

Malbim: According to your Kedushah and Taharah, cattle dung will suffice in place of human excrement 1 . Cattle dung is a Mashal for Tum'ah ha'Guf, for cattle have no Nefesh 2 . [Baking your bread on cattle dung] suffices to depict the Nimshal of human excrement, i.e. Tum'as ha'Nefesh.
