Rashi: It implies that Moshe's eyes did not become dim even after his death.

Rosh (in Pasuk 10): Moshe's eyes did not weaken from seeing the Shechinah - as oppose to Yitzchak, who saw the Shechinah at the Akeidah, and [when he was old] "va'Tich'hena Einav me'Re'os" (Bereishis 27:1) - from (due to) seeing (the Shechinah).

What is the meaning of "Lo Nas Leicho"?

Rashi: 'His moisture did not depart - His body did not decompose and the appearance of his face did not alter. 1

2.

Targum Onkelos and Rosh (in Pasuk 10): The sheen of glory 2 did not depart from his face.
