Why does the Torah repeat the phrase "Zeh Yih'yeh lachem G'vul Tzafon"?

Oznayim la Torah: Based on the Pasuk in Shoftim, 3:2, which records that, although Yisrael conquered the entire southern and eastern borders, they did not succeed in conquering the P'lishtim in the west and the Cana'ani who dwelt in the north, Pasuk 6, the Torah repeats, "Zeh Yih'yeh (future) lachem G'vul Yam" and in the current Pasuk "Zeh Yih'yeh (future) lachem G'vul Tzafon".
