What is "Mata l'Shem"?

Rashi, Targum Yonasan: It is continuity ? an eternal name.

Radak: Mata is like "u'Ntatim al Admasam" (Amos 9:15; I will plant them in their land). L'Shem is fame among the Goyim.

Malbim: Later they will dwell in Eretz Yisrael. It will be permanent - they will never be uprooted from there.

What are "Asufei Ra'av"?

1.

Rashi: People who hide (stay inside) due to shame of hunger and poverty.

Radak: Asufei is eradication, like "Asof Asifem" (Yirmeyah 8:13).

Radak citing Targum Yonasan: People displaced due to hunger. When there is hunger in Eretz Yisrael, people went to Egypt and other lands, and they bore shame of the Goyim. The Avos were called Gerim when they went to Egypt and Eretz Pelishtim. It says about Elimelech "Lagur bi'Sdei Mo'av" (Rus 1:1), and about the Shunamis "va'Tagar b'Eretz Pelishtim" (Melachim II, 8:20).
