Malbim: It is from the afflicter who afflicts them.

How will He save them from hunger?

Radak: He will arrange that they will be satiated, amidst the hungry.

Malbim: This is like the episode in which Yisrael (in Shomron) wearied from hunger, and also the enemy came against them, and Hashem saved them from both of them (Melachim II, 6:24-7:16).
