Is there a difference between "Neve Shalom", "Mishkenos Mivtachim" and "Menuchos Sha'ananos?

Radak: No. The matter is repeated in different words.

Malbim: Yes. Neve is where flocks dwell 1 . There will be Shalom - no one will plunder. Menuchos are open cities. They will be Sha'ananos (calm), without commotion to disturb the tranquility. Mishkenos are fortified cities; they will be Mivtachim (confident) in their strength.

Malbim (Bi'ur ha'Milos): It is a 'borrowed expression' to call human dwelling 'Neve'.
