1.
Rashi: It is hearing of [the destruction of] Bavel. Those exiled there were terrified from it.
2.
Rashi citing a Midrash: It is of Gog and Magog.
3.
Radak: All Goyim will say so in the days of Mashi'ach.
4.
Malbim: Yisrael will fear at the time that Bavel falls. Also afterwards they will fear the sword of enemies.
