Why does it say "Shifchas Leah" regarding both of Zilpah's births? Bilhah is called Shifchas Rachel only regarding one!

Ha'amek Davar (to 30:10): She served Leah excessively, for she understood that Leah gave her to Yaakov for Zilpah's benefit (she envied Bilhah), unlike Rachel, who gave Bilhah to help herself.
