Why does the Torah repeat the word "Nesunim"?

1.

Rashbam: It is simply a double expression (perhaps for emphasis), in the way that the Torah sometimes does.

2.

Seforno: It teaches us that all the Avodah of the Levi'im should be performed according to the instructions of Aharon and his sons, and nobody else.

What are the implications of "Me'eis B'nei Yisrael"?

1.

Rashi: It implies that the Levi'im were being separated from Yisrael by Divine decree. 1

2.

Seforno: It implies that Yisrael will become obligated to give the Levi'im Ma'aser in exchange for the Avodah (that they perform on their behalf).

3.

Hadar Zekenim: See answer #2. The Ma'aser itself is in place of a regular inheritance, which the Levi'im did not receive (they received only cities). Therefore, the Yisre'elim toil and bring them prepared food, in place of the Levi'im's services.
