Do evil and good not come from Hashem?

Rav Sadya Gaon: Only good comes from Him.

Rashi: This is connected to the previous verse. If He did not command, they will not come. Do not say that [your punishment] is not from Him! From when Hashem said on Sinai "Re'eh Nasati Lefanecha ha'Yom Es ha'Chayim v'Es ha'Tov

Why is "Ra'os" plural, and "Tov" singular?

Palgei Mayim: Evil and the punishment for evil, both are not from Hashem. Evil that comes on man is from the sin itself. It creates a damaging angel that afflicts him - "va'Temugenu b'Yad Avonenu" (Yeshayah 64:6). Regarding good, man chooses to do good deeds, and the reward is from Hashem. Our verse pertains to "Mi Zeh Amar va'Tehi Hashem Lo Tzivah" (37). Do not say that Hashem causes also the evil deed. The sinner does! However, when there is merit to protect, Hashem covers him with His wing, so evil does not befall him. When the sin overpowers, Hashem removes His covering; it is as if He authorized the destroyer.
