Ibn Ezra: They are the outermost garments. Kingdoms used to burn people in worthless garments.

What are "Patesheihon v'Charbelas'hon"?

Rashi: They are royal garments 1 . Karbelas'hon is like "v'David Mechurbal b'Me'il Butz." Even though they went to be judged for execution, they did not change their garments to lower their grandeur. We learn from here that even at a time of danger, one should not deviate from his authority (Sanhedrin 92b).

Ibn Ezra: "Patesheihon" are cloaks or pants. "Levusheihon" are other garments.

Malbim: Amidst haste, lest Elokim save them, those who cast them did not remove their [esteemed] garments before casting them in the fire.
