What is the explanation of "Al Timna Tov mi'Ba'alav [bi'Hyos l'El Yadecha]"?

1.

Rashi #1: If you see that your colleague wants to benefit the poor, do not stop him when you are able to stop him 1 .

2.

Rashi #2: Do not refrain from giving Tzedakah when you could do so, lest will come a day when you cannot do so.

3.

R. Yonah: After warning to guard the entire Torah, it warns to refrain from lowly Midos, to purify one's actions and ways. Ba'alav is one who needs the benefit, and Hashem's Mitzvos obligate you to benefit him - "Lo Se'ametz Es Levavecha v'Lo Sikpotz Es Yadecha", "Hishamer Lecha Pen Yihyeh Davar Im Levavecha Beliya'al" (Devarim 15:7, 9). Anyone who hides his eye from Tzedakah, it is as if he serves idolatry (Kesuvos 68a). Therefore, it begins warning against stinginess.

4.

R. Yonah (28): Do not refrain from paying a worker

5.

Malbim: This is a Mashal. Just like you should not refrain from giving to one worthy to receive, if you are able to, it is improper to withhold from the spiritual Nefesh its good - going in Hashem's ways - since you are able to do for it good and Chesed.

Why did the verse add "when you are able to stop him"? If you cannot stop him, the verse is not needed! (PF)
