Why does the Torah insert the (otherwise superfluous) word "ve'Chagosem Chag la'Hashem"?

R. Bachye: With reference to 29:17:1:1** - the Torah inserts it here 1 to the seventy bulls must be brought to Hashem alone - the Master of all the governers - and not to the angels who govern the nations.

Beitzah 19a: To teach us that whatever is for Hashem may be brought on Yom-Tov - permitting Olos and Shelamim (of Yom-Tov) to be brought on Yom-Tov, and to lean one's hands on them. 2
