What is "ve'Zeh ha'Davar" coming to include?
Yoma, 5b: It includes a. the Michnasayim ogether with the BIgdei Kehunah 1 and b. the tenth of an Eifah (the Minchas Chavitin), 2 - which a Kohen is Chayav to bring on the day that he is initiated - neither of which are mentioned in the forthcoming Parshah.
Oznayim la'Torah: It is also significant in that it is one of ten locations where this expression is used - always to stress the power of speech and its ability to sanctify; 3 Here, Moshe is about to sanctify Aharon and his sons with his declaration. 4
Torah Temimah: Which we learn from the 'Vav' in "ve'Zeh", thereby connecting it to the previous Pardshah, where they are mentioned.
Yoma, Ibid.: Which we learn via a Gezeirah Shavah "Zeh ha'Davar" "Zeh Korban Aharon u'Vanav" from Tzav, Vayikra, 6:13.

Why did Hashem instruct Moshe to bring a bull as a Chatas, and not the more common goat?
Seeing as the bull came to atone for the sin of the Golden Calf, why did Aharon's sons, who did not participate in the sin, need to lean their hands on it?
Oznayim la'Torah: Because, even though they did not sin, they were meant to die on account of their father's sin. 1
