Having said "le'Rosh", why does the Torah add "ve'Lo le'Zanav"?
Ramban #1: It means that we will be the head of all the nations, and not the tail of even one of them.
Ramban #2: It means that Hashem will appoint us the head of the nations now, and we will not be the tail at any time in the future - ever. 1
Oznayim la'Torah: Sometimes, a person can be a head in the eyes of the people, but a tail in the eyes of of Hakadosh-Baruch-Hu - such as a false prophet, whom the people my well look up to, but Hashem looks down on him. But when Yisrael do the will of Hashem, they will be a head both in the eyes of the people and in the Eyes of of Hakadosh-Baruch-Hu.
Ramban: And the same explanation will hold for the following phrase "Vehayisa Rak le'Ma'alah ve'Lo Sih'yeh le'Matah".
