What are the implications of "Zos Olas Chodesh be'Chodsho"?

Rashi: It implies that if one did not bring the Musaf of Rosh Chodesh one month, one cannot make up for it by bringing it the following month (together with the Musaf of that month).

Rosh Hashanah, 7a: It implies that one should begin a new year for the half-Shekalim for the Korb'nos Tzibur 1 on Rosh Chodesh Nisan 2 - which we learn from a Gezeirah Shavah - "Chodesh" from "le'Chodshei ha'Shanah" in Bo Shemos, 12:2.

Targum Onkelos and Targum Yonasan: The simple mea ning of Chodesh be'Chodsho" is 'when the the moon is renewed' - after haaving been hidden for a short period of time.

?le?Chodshei ha?Shanah?. Why does the Torah not specify the number of months - like it does by the days of Yom-Tov?

Oznayim la'Torah: Because the months in the year are not always the same - since in a leap-year there are thirteen.

Why in connection with the Sa'ir of Rosh Chodesh does the Torah insert "Al Olas ha'Tamid"?

Yerushalmi Horayos, 3:4: To teach us that, despite the fact that the Torah mentions the Par of the Olah before the Sa'ir of the Chatas, 1 the Sair is brought first - immediately after the Olas Tamid.
