Why does it say that they did not bring him to Kivrei Malchei Yisrael?

Radak: Some Malchei Yehudah were also Malchei Yisrael, i.e. David and Shlomo, so they are called Malchei Yisrael 1 . He was not worthy to be by them.

Regarding Yehoram and Yo'ash, it says that they were not buried "b'Kivros ha'Melachim" (Divrei ha'Yamim II, 21:20, 24:25). Why does it say here Kivrei Malchei Yisrael? Perhaps it is because he served idolatry, like Malchei Yisrael. (PF)
