Radak: No. Yo'av began to count Yisrael, but did not finish. He omitted counting two Shevatim, for "the king's word (command to count Yisrael) was repulsive to Yo'av" (21:6), and there was anger against Yisrael (27:24).
What is the relevance of making Yisrael like the stars?
