Whom did David not count below 20 years?

1.

'Rashi': This is both when he counted Yisrael and made divisions of them, and when he counted the Leviyim and appointed them on their Avodah.

2.

Radak: The 24,000 in each division.

2)

Are those counted in verses 2-15 those that Yo'av counted?

1.

Radak: No. Yo'av began to count Yisrael, but did not finish. He omitted counting two Shevatim, for "the king's word (command to count Yisrael) was repulsive to Yo'av" (21:6), and there was anger against Yisrael (27:24).

3)

What is the relevance of making Yisrael like the stars?

1.

'Rashi': Just like one cannot count the stars, one cannot count Yisrael.

2.

Radak: Even when Hashem said to count Yisrael, He said only from 20 and above, for He said to increase them like the stars, which have no number.
