What is the connection between the fact that Levi was counted from the age of one month and not from the age of twenty, and the fact that they did not receive a portion in Eretz Yisrael?

Rashi: Because all those who were counted from the age of twenty received a portion in the land. 1 Consequently, since Levi was destined not to receive a portion in the land, they could not be counted from the age of twenty.
