Redak: Initially Achiyah was over the Otzeros, and also Zesam and Yo'el. The Otzeros were divided based on everything Hukdash in different generations, from Dor ha'Midbar until David. Some were Makdish for Korbanos, some for Binyan ha'Bayis, and some for Klei Beis Hashem. Each was over one of them; Shevu'el was Nagid Al ha'Otzeros - over all of them. Shelumis was appointed over what was Hukdash from Shmuel and onwards, i.e. via Shmuel, Sha'ul. David, Avner, Yo'av, and the Roshei Avos of the officers over 1000 or 100. All was via Shelumis.
