What are the connotations of the word "ke'Mishpato"? Since when is wood subject to judgment?

Yeruhalmi Shabbos, 12:3: "ke'Mishpato" means that a plank that was designated for the north had to be placed in the north, 1 and one that was designated for the south, had to be placed in the south. 2
