Malbim: It explains that the "Goyim Rabim" (3) is Nebuchadnetzar ? he is the great storm in the sea.

Why is he called "Melech Melachim"?

Radak: All kings of the land are under him. This teaches that he will come against Tzor with kings of the nations, for he rules over them and brings them to where he wants.
