What do we learn from "Nesi'im v'Ru'ach v'Geshem Ayin Ish Mis'halel b'Matas Shaker"?

Malbim: When clouds are seen carrying the gift of rain, and the Ru'ach (wind) scatters them, and there is no rain - so a Ru'ach passed over the man, and he did not give, and said Sheker. He is paid Midah k'Neged Midah - rain is withheld.
