What is the meaning of "Vehikravtem al ha'Lechem"?

Inasmuch as the ensuing Korbanos are not independent Korbanos but are secondary to the Sh'tei ha'Lechem. It also indicates that the Korbanos are secondary to the Loaves and not vice-versa. See R. Chavel's footnotes on R. Bachye on Pasuk 15 DH 'Ikar ha'Mitzvah'.

"Vehikravtem al ha'Lechem Shiv'as Kevasim ? ". Are they synonumous with the seen lambs of the Korban Musaf (listed in Bamidbar 28:27?

Menachos 45b: Clearly not - seeing aas the Parim and the Eilim do not tally (here they brought one bull and two rams, whereas in Bamidbar, they brought two bulls and one ram. 1 2

Menachos: In fact, the Korbanos in Bamidbar were already sacrificed in the desert, whereas those mentined here were only sacrificed in Eretz Yisrael (together with the Sh'tei ha'Lechem).

What is the significance of the Menachos and the Nesachim that accompaniEs the lambs, the bull and the rams?

Rashi: They are part of the Korban, as is explained in Pinchas - three Esronim of flour and half a Hin of wine for the bull, two Esronim and a third of an Hin per ram, and one Isaron and a quarter of a Hin per lamb.
