Radak: No. He did not say 'forever', for after 70 years it returned to its grandeur (15). "Od" means for a long time. The same applies to "v'Lo Yasfu Od Gedudei Aram" (Melachim II, 6:23), "va'Amalo Lo Yikar Od" (Mishlei 31:7).

Why is Tzidon called "ha'Me'ushakah"?

Radak #1: Tzor, your neighbor, which used to come to you for trade, was destroyed. You have no more standing; you are plundered with respect to Tzor. Therefore, also you should go to Eretz Kitim.

Radak #2: Perhaps Nebuchadnetzar destroyed it when he destroyed Tzor, for they are near each other. Also Yo'el prophesized about them together - "Mah Atem Li Tzor v'Tzidon... Kal Meherah Ashiv Gemulchem b'Roshchem" (Yo'el 4:4). However, Tzor was primary, so the Nevu'ah was said about Tzor.

Malbim: Tzor's property was not plundered; the sea totally destroyed it - "Nebuchadnetzar... Cheilo Avodah Gedolah El Tzur... v'Sachar Lo Hayah Lo" (Yechezkel 29:18). They plundered the wealth from Tzidon.

Why does it say "Besulas Bas Tzidon"?

Radak: It was not conquered until today. Also "Besulas Bas Tziyon", Besulas Bas Yehudah" (Eichah 2:13, 1:15) are called Besulah before they were conquered and under another's authority, like a virgin, before she comes to her husband's Reshus.

Rashi: To Eretz Kitim.
