Malbim: Asher He'elah applies to Bavel, which is the lowest land. Va'Asher Hevi applies to [bringing from] other lands.

Malbim: Hashem took Bnei Yisrael themselves. In the future, he will bring their seed "Zera Beis Yisrael."
