Radak: You put Your eyes on the haughty, until You lower them. In Tehilim 18:28, it says "v'Einayim Ramos Tashpil"; it means the same as here.

Malbim: Verses 26-27 describe how Hashem returns to a man like his deeds. Here it says that sometimes He acts oppositely to a man's nature - he raises the humble and lowers the haughty.
